大陸外匯管制局今天公布資料顯示，截至6月底，大陸外債餘額為7719.5億美元，登記外債餘額為4,624.5億美元，登記外債餘額較前期增加。以債務期限結構來看，風險較小、且可控的短期外債餘額為5,986.27億美元，占比高達72.9%。

據了解，短期外債主要來自與貿易有關的信貸，這部分外債具有真實的進出口貿易背景，與一般外債較不同，同時相比大陸對外貿易和外匯儲備相比規模較小，「短期外債風險基本可控」。

外管局指出，登記外債餘額增加的主因是獲取外債資料漸優化。據悉，5月外匯局資本專案資訊系在全大陸推廣後，大陸境內銀行外債資料的採集方式進一步優化，由手工填報改為通過介面規範，直接從銀行相關業務系統提取。

外管局稱，採集資料調整後，大陸外債統計口徑進一步與國際標準接軌，外債資料的全面性、及時性和準確性也跟著提高。

外債期限結構分類有多種，一是按照簽約期限劃分，合約期限在一年以上的外債為中長期外債，一年及以下的外債為短期外債；若按簽約剩餘期限劃分，未來一年內將到期的中長期外債會納入短期外債中。

外債是指國家向他國公司、金融機構或政府的借債，為國債的一部分。

【綜合報導】北檢偵辦檢察總長黃世銘涉洩密案，連日調卷蒐證發現黃世銘疑於特偵組案件偵結前，擬先傳總統馬英九作證。馬英九今天上午8時接受《台北之音》主持人周玉蔻專訪表示，他將配合作證。

馬英九說，國人有做證人的義務，檢察官有需要將會配合，不管以什麼方式都願意配合。周玉蔻追問，會不會可能「證人轉被告」等疑慮，馬英九強調，目前不針對細節說明及不做更多揣測。
