德國經濟力在歐洲首屈一指，然而，許多行業的平均薪資卻低於鄰近的西歐國家。全國統一的基本工資常是在野黨選舉時的重要政見，德國政府在選後可能會考慮這個問題。

社民黨（SPD）主張應制定時薪8.5歐元基本工資，因為包括餐飲、美髮和若干零售店的受僱人員，時薪甚至不到6歐元，尤其是在工商業並不發達的德東地區。

在德國僅有一些工會勢力強大的行業自行制定基本工資，且時薪可能還超過8.5歐元。

由梅克爾領導的基民／基社聯盟（CDU/CSU）與自民黨（FDP）組成的聯合政府，過去反對全國一致的基本工資，主要是因為重商的自民黨十分堅持。不過，自民黨在9月下旬的國會選舉未能跨過5%的選舉門檻，在國會裡不再有席位，也不可能再配合基民／基社聯盟組閣。

識時務的基民／基社聯盟在組閣談判時必須向可能合作的政黨有所讓步。基本工資的相關政策將會是決策問題上尋求妥協的題目之一。

雖然制定基本工資可以保護更多受僱者不被剝削，但德國經濟研究所（DIW）學者指出，受惠者應該是以經濟發展欠佳的德東地區勞工為主，多數受僱者其實獲益有限。

學者指出，在英國，基本工資會考慮到年齡層和受僱者的才能，而在美國，則是不同地區有不同的基本工資辦法。這些應該都可以作為德國政府決策的參考。
