【徐彩媚／嘉義報導】嘉義市政府今天在市府前廣場，準時10點10分將國旗熱汽球升空，民眾手拿象徵青天、白日、滿地紅的三色汽球同時施放，現場一片球海，加上民眾人手一支國旗相當熱鬧；現場並準備國慶蛋糕，有10名國慶生日的市民與市長黃敏惠一同切蛋糕慶祝，黃市長許下「國泰民安、風調雨順」的國慶心願。
 
嘉義市今天艷陽高照，市長黃敏惠也是國民黨副主席，她沒有北上到台北參加國慶大典，而是在市府前廣場，用熱汽球國旗「升旗」到十層樓的高度慶祝國慶生日，現場有原住民團體、客家團體、眷村團體、學生代表、新住民以及里長和里民等共襄盛舉，一片旗海充滿節慶歡樂聲。

清朝乾隆皇帝在任內，一共下江南巡察了六次，每一次的南巡，乾隆皇帝不只把在江南的所見所聞，帶回北方體現於詩詞歌賦與園林建築上，他甚至還派官員將自己的行經路線圖繪製下來，變成乾隆皇下江南的「旅遊攻略圖」。

台北故宮解說人員說，從文書資料來觀察，乾隆很喜歡將自己曾看過的詩、書、畫或走過的行程都詳細紀錄下來，此次展出的《南巡紀程圖》，就是一份乾隆南下的路線圖說，相關官員會把乾隆將走過的路線分段繪製，並簡要介紹各站距離、衙署設施、山川名勝、地方沿革與古蹟源流，以供乾隆皇帝行前參考，就像是一本南巡的導覽手冊。

除了路線圖之外，清代畫家徐揚，還會將出巡時的景像繪製成《乾隆南巡圖卷》，細膩描繪乾隆皇南巡視察時的細節。 而乾隆皇帝不只將自己出遊的路線圖畫成「攻略圖」，在旅途中，他也會把自己心愛的文物，用精巧的器物盒，分門別類裝好，帶著一起出門，或是準備與南巡有關的圖文畫作，例如文徵明的《金山圖》、張宏《棲霞山圖》等隨身帶著。因為在南巡的途中，當乾隆到了與畫作對應的景點時，就會把畫展開來，與實景對照，相互印證，例如乾隆就在《金山圖》上題道：「攜將親證取，當境固如斯」。

台北與北京故宮博物院聯手策畫的「十全乾隆：清高宗的藝術品味」特展，以乾隆皇帝的藝術品味為展覽主軸，總共展出共有219件展品，其中174件為台北故宮所有、45件借自北京故宮，企圖完整呈現乾隆藝術品味的養成，以及他受到西風東漸後的獨特藝術眼光。

「十全乾隆：清高宗的藝術品味」特展，從民國102年10月8日到民國103年1月7日止。

【何哲欣／台北報導】1985公民行動聯盟上午在立法院外發起公民覺醒運動，下午轉往自由廣場靜坐。下午2點過後，白衫軍又開始聚集，約有上萬群眾把中正紀念堂前的階梯坐滿，現場還拉起長度近百公尺的布條，上面寫「天下為公」、「公民護憲還權於民」、「黑箱服貿重啟談判」。

現場高唱主題曲《你甘有聽到咱唱歌》，並喊，「天下為公」、「（總統）馬英九下台」。
