季節漸入初冬，在呼吸道疾病感染高峰期到來之前，疾病管制署今天呼籲，符合公費流感及肺炎鏈球菌疫苗接種條件的長者及幼童，儘快完成疫苗接種。

截至目前流感疫苗使用率較去年同期佳，提供2到5歲幼童13價肺炎鏈球菌疫苗接種PCV13疫苗，仍有近35萬符合公費對象幼童，尚未接種PCV13。為避免因感染流感及肺炎鏈球菌導致嚴重併發症或死亡，疾管署提醒，幼兒家長要及早攜帶家中幼兒接種，以趕在流行高峰期前，獲得足夠的保護力。

台美日三邊安全對話研討會邀請前美國國務院亞太助理國務卿康貝爾、前美國眾議員柏頓、日本眾議員長島昭久，以及立委林郁方及蕭美琴出席。

總統府秘書長楊進添致詞說，台日簽署漁業協議，東海和平倡議獲致成果，台日雙方設立漁業委員會，解決未來的漁業糾紛。台灣期盼相關各方，能夠共同以和平方式，解決領土爭議。

林郁方建議，台、日、美應仿照洛克斐勒當年設立三邊委員會，建立對話與合作平台。三邊委員會是一國際性非政府組織，1973年7月由洛克菲勒建立的非黨派的討論性團體，旨在建立美洲、歐洲和日本更緊密的合作關係。

林郁方表示，馬總統上任後兩岸關係獲得大幅改善，對周邊國家而言，也形同安全保障，當中共軍力大幅提升之際，基於以實力確保談判對話的原則，他呼籲美方售我柴電潛艦與F-16C/D戰機。

前美國國務院亞太助卿康貝爾中午以「東北亞之安全情勢及其對台灣之影響」為題，發表午餐演說，他稍早接受馬英九總統頒授「特種大綬景星勳章」。康貝爾表示，他畢生致力推動美國及亞洲間關係，過去也看到台美非正式關係蓬勃發展。

康貝爾說，尤其過去幾年，台美關係進展前所未見，一方面看到兩岸關係有穩健與正面發展，二方面是美國與中國大陸也有穩定互動關係，在台美間的非正式關係更有非常卓越進展，這三方之間的互動，正是由於太平洋、兩岸間的朋友們努力互動所達到的成果。
